Naples Current Ethics Code

It's complicated.

You can read Naples' current ethics code here, and you can visit the City's current ethics page here.

After you have read it, see if you can answer the following questions.

  1. Who is in charge of the ethics function in Naples?

  2. Where do I go to file an ethics complaint?

  3. Who will investigate the complaint?

  4. What is the procedure for handling the complaint?

  5. How will I know what happened?

  6. Do any City of Naples employees or officials get ethics training?

  7. Where do City employees and officials go in Naples for ethics advice?

  8. Why is the City in charge of investigating itself?

Extra credit: Why did Vice Mayor Penniman choose to file an ethics complaint against another City Councilor using the State's ethics office instead of Naples' existing ethics procedures?

Hint: Review the City's Ethics Complaints page here. Can you find anyplace that covers members of the City Council?
