  6. Do any City of Naples employees or officials get ethics training?

  8. Why is the City in charge of investigating itself?

Extra credit: Why did Vice Mayor Penniman choose to file an ethics complaint against another City Councilor using the State's ethics office instead of Naples' existing ethics procedures?
